New members may be elected at any regular meeting of the Association, or at a special meeting called for that purpose, or recommendation of a majority of the committee on membership. The election of new members shall be by ballot. No applicant for admission to membership shall be balloted for at the same meeting of his proposal, except by a unanimous vote suspending the rule. The secretary shall publish the names of applicants for membership on the notices of the meeting at which they are to be balloted for. Every applicant shall pay an annual fee.
